If you imported the image or layer from a JPeG (.jpg) file, it will not have an alpha property for that layer.
Use menu: Layer / Transparency / Add alpha channel
Delete will then (by default) make the deleted section transparent.
When you save back to a JPeG, GIMP will paint the background (of the saved image only) white.
Save into an XCF file to retain all of the layers, transparency, etc.

Deleting an area to transparency in GIMP
I played with GIMP a bit to edit some pictures for a photo project. For one picture, I have created a layer with the desired background and needed to remove some unwanted areas on the picture in the upper layer to transparency so that the background would be exposed. Here is how to do it (found the instructions from this post)
